WHO ARE WE

The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and receives more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

WHAT YOU’LL DO

The Food Distribution Specialist – Level 3 will provide highly complex consultative and technical assistance work for the USDA Foods section of the Texas Department of Agriculture’s (TDA) Food and Nutrition (F&N) Division. You will be responsible for monitoring and managing inventory levels at contracted warehouses, food banks, and processors. You will monitor TDA contracts for USDA Foods storage and delivery; and will receive and review complaints regarding USDA Foods. You will work under limited supervision with moderate latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Monitor and manage inventory levels at contracted warehouses, food banks, and processors to determine gains and losses of USDA Foods; and redistribute inventory for the National School Lunch Program (NSLP), Summer Food Service Program (SFSP), Commodity Supplemental Food Program (CSFP), and The Emergency Food Assistance Program (TEFAP).

Monitor TDA’s Contracted Warehouse contracts for vendor performance including payments on deliverables and resolving discrepancies and disputes with vendors and CEs. Investigate and resolve issues with receipt of USDA Food deliveries. Monitor Key Performance Indicators monthly and report findings to management.

Review and identify complex data discrepancies with USDA Food inventory stored at the contracted warehouses, food banks, and processors and provide resolution as needed, including ensuring the accuracy of the data within the FDP systems.

Prepare and submit accurate and timely reports concerning inventory activities including the FNS 153 and FNS 155 and provide inventory data to management requests and Public Information Requests.

Assist with maintaining and updating the Request for Proposals for warehousing and storage services.

Receive, track, and submit USDA Foods complaints to USDA.

Serve as a back up to other Food Distribution Specialist positions.

Provide complex technical assistance and guidance regarding USDA Foods inventory in responding to inquiries and compliance with state and federal laws, regulations, and/or requirements.

Follow all TDA policies and procedures.

Perform other duties as assigned.

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (To be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT – experience listed on the application and/or resume must state how each of the following qualifications are met).

Bachelor’s degree (one year of work experience related to the essential duties may substitute for one year of college).

Three (3) years of work experience in contract evaluation, monitoring, or administration.

Work experience in preparing concise reports and interpreting rules and regulations.

Valid Texas driver’s license and an acceptable driving record.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of research techniques; and program management processes and techniques.

Skill in identifying measures or indicators of program performance; and the use of a computer and applicable software.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively, orally and in writing; to provide guidance to others; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 20%).
